The English will also face South Africa, Sri Lanka and a qualifier in Group 1 of the competition, which will be hosted by Bangladesh.
The West Indies, who are the current champions, will play their first fixture against India – and will also play Pakistan, Australia and a qualifier.
The first round of the tournament will feature Bangladesh, Zimbabwe and another six teams from the qualifiers.
Cox's Bazaar, meanwhile, has been dropped as a venue due to ongoing development. Sylhet, previously in doubt, has been retained.
"Bangladesh hosted the Champions Trophy in 1998 and most recently the 2011 World Cup, along with India and Sri Lanka," said the International Cricket Council's commercial general manager Campbell Jamieson.
"Following the legacies of these two successful events, as well as the Under-19 World Cup in 2004, I'm confident that Bangladesh will once again produce a world-class tournament."
