Ajmal was expected to be available for this week's crucial County Championship fixture against Kent at New Road.
The county, however, are still waiting for a No Objection Certificate from the Pakistan Cricket Board.
"It is hugely disappointing not to have Saeed here when expected after agreeing his arrival many months ago," chief executive David Leatherdale told the county's official website.
"But you have to get the NOC before he is physically available to play. You are probably only talking about a few days.
"But we are in the hands of the Pakistan Cricket Board who control his commitments, but it is disappointing not to have him here when we had originally hoped."
Ajmal's absence has seen the announcement of an unchanged squad. The prolific slow bowler might arrive before the clash with Derbyshire, which will start on 27 April.
