Woakes has played four Tests, 15 ODIs and five Twenty20 Internationals since January 2011's international debut against Australia.
He has also been included in the 14-man squad for 7 September's one-off T20I against India at Edgbaston in Birmingham.
The uncapped Jason Roy, meanwhile, has been named in the 14-man party for Sunday's fixture.
The talented James Taylor, who has played two Tests and as many ODIs but has not yet featured in the shortest format of the international game, has also been selected.
"This one-off T20 provides us with an opportunity to look at players who have impressed recently in domestic cricket and gives them a chance to test themselves on the international stage against high-quality opposition," said national selector James Whitaker.
The team will be captained by batsman Eoin Morgan in the absence of the injured Stuart Broad, who will undergo knee surgery soon.
