Lakmal has been sidelined by a left ankle injury sustained during the second and final Test against South Africa in Colombo recently.
The hosts will not replace the talented right-armer in the squad for the two-match series, which will start in Galle on Wednesday.
Seamer Shaminda Eranga, meanwhile, is pushing for a recall. Eranga is recovering from a hand injury sooner than expected.
Wicketkeeper-batsman Dinesh Chandimal and spinner Ajantha Mendis have been dropped for Pakistan's visit – and the inexperienced Niroshan Dickwella retained.
