The talented James Taylor, who has played two Tests and as many ODIs but has not yet featured in the shortest format of the international game, has also been selected.
The South African-born Roy has enjoyed a superb stretch of form at limited-overs level in county cricket this season. His participation in 7 September's lone T20I, however, will be subject to a fitness test – after the hand injury sustained during Surrey's clash against New Zealand A on Sunday.
"This one-off T20 provides us with an opportunity to look at players who have impressed recently in domestic cricket and gives them a chance to test themselves on the international stage against high-quality opposition," said national selector James Whitaker.
The team will be captained by batsman Eoin Morgan in the absence of the injured Stuart Broad, who will undergo knee surgery soon. The wily James Tredwell is the only specialist spinner in the 14-man party, while openers Ian Bell and Michael Carberry – and all-rounder Luke Wright – have been overlooked.
